Plant them in the ground so they all look like they are paired up and in the midst of getting their thang on.

If they mention that part say, "Oh that wasn't my idea. They did that on their own. You know how flamingos are."

I fear you and wish not to cross your angry path. =) My hubby loathes these kinds of communities and your fight is another example of the problem with them. I understand trying to keep things tidy. My neighbors have garbage (literally) strung out in front of their house. But hooks? Give me a break.

goooo Daphne!!! I Love it. I work in real estate and have dealt many times with completely unreasonable condo associations, but your "managers" need to move to the place the crazy Stepford wives lived.
There has to be some subjective nature to establish if something increases or decreases the value of the condo community as a whole. The rules are so silly when clearly you could do more damage to the overall value and appearance of the community by decorating your back deck as you please. Personally I LOVE Pink Flamingos and think your idea is great. I can't wait to see photos : ) I hope this ruffles the managements feathers and they let you keep your hooks!!
I think anyone reading this post or following you on twitter should put up their on flamingos in support and get you a link to their photos. Now I just have to go find some....I heard they are going extinct : )

I agree, plant hooks are not ornaments they are hardware, just like nails, screws and other types of hooks so they should be allowed grandfathered or not. Let's see them try to outlaw nails.
Also if the "new rules" were not voted upon by the association I can not see how they can enforce them. Just tell them that your lawyers will be contacting them about this matter and see if they back off.
